Does anyone know if Title 14 actually allows for pedestrian access to the volcano?

Title 14 doesn't specify the trail system. It only specifies legal uses for the property. In this case it allows for Bird Watching, Hiking, and other "pedestrian" uses. But again, does not specify a trail system, that is supposed to be in the management plan for the property. There is no management plan for this property, which is what allows CDFW to make/change things.

We are trying to get to a point where WE can define the trail system with CDFW.

The linked document defines the rules, there are a LOT of them.

Section 550, 550.5, and 630.

https://nrm.dfg.ca.gov/FileHandler.ashx?DocumentID=174138&inline

(bb) Bicycles and bike riding are prohibited on department lands except where authorized and
designated in subsection 551(j), Section 552,
and subsection 630(g) of these regulations.
(1) On department lands where trails or roads
have been designated for bicycles, no
visitor shall ride, operate, leave, or park a
bicycle except on those designated areas.

Could the north side of the volcano be the Skunk trail? It runs off the old quarry base (not the super steep one). I imagine it is that trail is very overgrown. It was nice to use to stay off the more busy trail down the slope.

Last time I rode Skunk it seemed
to have been trimmed back recently.
I thought CLMN cleared it. They don’t
know the boundaries. I asked!

I really hope they don’t cut the large branch or two that you have to duck under. The full canopy tunnel effect enhances the habitat and the ambiance.

Clyde....if you recall, we were told at the initial meeting with SDMBA at Zoic HQ that the Title 14 process will take "up to 4 years"

Letting CDFW determine what phrases are "combative" is comical. They are a typical govt agency, you know similar to the one who just decided that the term "convicted felons" is too mean so they had to change it to "justice involved". Just because they say it's "combative doesn't make it so.

Here's another thing they won't like....the Calavera Cyclists FB post about this event on friday posted the actual wording from the paperwork and the text read "Work day with CDFW on CHER with Gabriel Peñaflor who's the on site Land Manager for the property." I commented essentially that it will be a cold day in Hell before I went out to help Gabriel do anything. That guy is no friend of MTBR's!!!

Skunk is an Official City Trail, it is on the City trail maps and there is a sign on the loop around the lake that says it is a City Trail.......

^^^ I think J.A.M. Is referring to this trail — I am. It’s upslope from the South Shore Trail. You can faintly see it on the official map. Out from the quarry base.

It was skunk trail, which is CDFW land. The above map is accurate. The short section that goes about half way up, then reconnects with lake trail is city land.

We trimmed back vegetation from the volcano landing to the tree. We kept it the same width as the trail and Gabriel wants to keep and develop the tunnel affect in that area, so the tree to duck will stay.

We cleared about twice what he thought would get done today! He was super stoked with what got done today.

Exactly, if one starts up the Skunk trail from the lake, there is an official City Sign that says it is a trail. There is no sign halfway up it that says "oops, now you are on a state owned trail" Cyclists turn around please..... The City Thinks they own that entire trail no matter what the State has posted on their website.

I bet the Parks n Rec of Carlsbad would not be happy to know the State is doing trail work on "their" land.

Just shows how screwed up the situtaion is out there.

Thanks for your work today Matt. Hopefully some good will was earned with CDFW. How many people showed up?

Look at the city map again, Skunk is not on it. The city map clearly shows the other "bypass" trail. Agreed there is no signage at the middle intersection, but the map shows that it's "straight" not the left right left you take to get on skunk trail.

https://www.google.com/url?sa=t&source=web&rct=j&url=http://www.carlsbadca.gov/civicax/filebank/blobdload.aspx%3FBlobID%3D24047&ved=2ahUKEwifmJCB-qvkAhVVMn0KHWlLAmEQFjAFegQICBAB&usg=AOvVaw2Gp5LWQWm19gPm6Op7gLBz

There were 3 of us there and no other volunteers.

Gabriel will let us know when next trail work is planned and what is planned. I would expect he will want to finish trimming this trail. Gabriel is ok with me bringing an electric hedge trimmer to make faster work of the trimming. We'll probably bring a rake for faster clean up also.

The beginning of Skunk is on the city map. That is why it is so confusing.
